Early childhood development will be focus of ministries
To make a cohesive plan will take the concerted effort and planning from the Ministries of Human Development, Health, Education and non-governmental organizations. Criminal activities, including murders, have been carried out by the hands of youths. Perhaps that is why Judith Alpuche, C.E.O., Ministry of Human Development, Social Transformation and Poverty Alleviation says that joint effort for a social protection plan will focus on early childhood education.

“We’re looking at the entire social protection system and how we can harmonize that, but we are starting at the point, very concretely, at early childhood development for a number of reasons. We’re looking at where we can get the best bang for buck. And we are not saying that social protection looks at what people need to help them to deal with their vulnerabilities across the life cycle. But what we know is that investment in early childhood development—and there is overwhelming evidence for this—that investments yield the highest results. If you get children off to a good start; that bodes well for the rest of their life. And it is a more solid investment to invest earlier on in that platform than later on you have to be catching up. Catching up because you have to do remedial education with them or second chance education and the returns to the society for those; they are more expensive and they have more returns. So we are really trying to start logically at the beginning with a strong foundation. And that’s why we’re focusing on early childhood development.”
“That’s a difficult task considering that a lot of the at-risk kids come from homes where the parents themselves need some sort of remedial training. If there isn’t an enabling environment how do you truly help that child if you don’t reach the parent?”
